Justin is the principal architect and joint lead of TIR’s Forest and Rural Resilience Fund (the “Fund”)—the firm’s flagship impact investment strategy focused on harnessing sustainable forestry to drive wildfire mitigation, climate resilience, biodiversity protection, and inclusive rural economic development. He led the design of the Fund’s investment thesis and impact framework and now shares responsibility for its implementation, advancing investments that deliver measurable environmental and social outcomes alongside strong financial performance.
In his broader role at TIR, Justin leads the firm’s impact investing and sustainability strategy, guiding how environmental, social, and governance considerations are embedded across the firm’s investment processes and operations. He works cross-functionally with teams in Research, Investment Analysis, Acquisitions, Forest Management, and Client Service to structure high-impact investment opportunities and ensure rigorous ESG integration. Through this work, he supports TIR’s positioning as an innovator and thought leader in the rapidly evolving field of natural capital and climate-aligned investing.
Prior to joining TIR in 2021, Justin was a Managing Director at Pacific Community Ventures, a nationally recognized community development financial institution. There, he led the Research & Consulting practice, working with institutional investors and fund managers to design and implement customized impact investment strategies and measurement frameworks. His team also produced widely referenced field-building research. Justin also previously served as CEO of Couloir Global Investors, a forestry investment firm operating in Africa, and as a Senior Consultant at Jeffrey Slocum & Associates (now part of Mercer), where he was a senior member of the firm’s Endowment and Foundation practice and led ESG and impact investment research, having established the firm’s Responsible Investment Team. Justin holds a BA in Economics from St. John’s University and an MBA with honors from the University of Chicago Booth School of Business.
